This project was approved by the People’s Committee of Long An Province under Decision No. 1194/QĐ-UBND dated May 14, 2009, with a total capacity of 30,000 m³/day, including a first-phase capacity of 15,000 m³/day sourced from groundwater. The plant was inaugurated in September 2009 with an initial capacity of 6,000 m³/day and an investment capital of VND 80 billion.
The project was successfully upgraded to a capacity of 15,000 m³/day in 2014 with a total budget of VND 130 billion (VND 80 billion from equity and VND 50 billion from commercial loans at an interest rate of 13% per year). The plant is currently operating stably, supplying clean water that meets QCVN 01:2009 standards.

In phase 2, clean water from two surface water projects has been utilized to supplement the plant’s water supply capacity.
The Hòa Khánh Tây Water Plant, located in Đức Hòa, Long An, has been approved with a total capacity of 80,000 m³/day, divided into two phases. Phase 1 (2010–2016) had a capacity of 40,000 m³/day with a total investment of USD 38 million and is now completed and operational. Phase 2 (2017–2019) increased the capacity to 80,000 m³/day with an additional investment of USD 35.6 million, and it has been completed and put into use. The total project investment amounts to USD 74 million, funded by South Korean ODA loans and counterpart funding.
The plant utilizes surface water from Dầu Tiếng Lake and applies advanced water treatment technology to provide water to residential areas and industrial zones in Đức Hòa and Bến Lức. This is the largest surface water exploitation project in Long An, managed by a private entity with ODA funding, ensuring clean water supply that meets QCVN 01:2009 standards.
The project, approved by the Ministry of Agriculture and Rural Development, allows Phu My Vinh to exploit a capacity of 300,000 m³/day using surface water from the Phước Hòa – Dầu Tiếng irrigation system under Document No. 633/BNN-TL dated March 18, 2009. The People’s Committee of Long An Province approved the investment policy through Document No. 1220/UBND-NN dated April 28, 2009. The project is planned to have a capacity of 200,000 m³/day, of which 80,000 m³/day is allocated to the Hòa Khánh Tây Project.
The plant will be built in Đức Hòa District, Long An Province. The total investment for the project is approximately USD 202.6 million (equivalent to VND 3,849.041 billion), with Phase 1 requiring USD 155.7 million (equivalent to VND 2,974.331 billion). The service area covers the remaining parts of Đức Hòa District, Bến Lức District, and saline-affected areas such as Tân Trụ, Cần Đước, and Cần Giuộc.
Currently, the company is seeking financial support to invest in the project. According to Long An Province’s water supply plan, the total demand for clean water for industrial production and domestic use is expected to exceed 1,500,000 m³/day by 2020, while existing systems only meet about 70,000 m³/day. Investing in clean water production and supply is a strategic move that offers high economic returns for the company. However, limited counterpart funding remains a challenge, and the company is actively inviting capable partners to collaborate on the investment.
